Full Job Description
Our WIN Waste Innovations South Broward facility in Ft. Lauderdale, FL is currently seeking a Site Engineer. The Site Engineer is responsible for the direct oversight of construction, operation, and maintenance activities. The monofill is a double-geomembrane lined facility operating since 1991 and receives an average of 600 tons per day of ash generated by the combustion of municipal solid waste at the company's adjacent waste-to-energy plant. The Site Engineer is involved in identifying, planning, and managing engineering activities and construction projects at the monofill. The Site Engineer oversees consultants, contractors, and company employees during site development, management of capital, engineering, and related projects, preparation of engineering and environmental budgets, and managing all spending for monofill services. The Site Engineer ensures that site development and operational activities are conducted in compliance with all applicable regulations.
Essential Duties and Responsibilities:
* Oversees the day-to-day operations of the monofill and provides daily support to site staff in ensuring quality and budget performance.
* Monitors budget and operating metrics while diagnosing and improving processes, procedures, and performance.
* Assists in formulating the facility's short-term and long-term goals and action plans.
* Prepares construction and ongoing operational budgets; maintains financial responsibility for construction projects, engineering, and operations.
* Executes the facility's strategic capital budget, ensuring effective use of the budget through asset allocation; ensures appropriate spare ratios and asset disposal.
* Participates in regular financial reviews to ensure that budgets are met; develops and implements programs for optimal equipment utilization, equipment maintenance, and labor and material costs.
* Manages construction projects for baseliner cells, intermediate cover, and final capping, including capacity calculations, scheduling and timeline, management of third-party contractors and CQA firms, and resource and material coordination.
* Coordinates the development and execution of sequencing plans for filling, operational cover, and final cover activities.
* In conjunction with the Environmental & Safety Manager, coordinates completion of permit applications and designs, including regulatory interface, site development, modifications, or changes to the operating plan application and other related data.
* In conjunction with the Environmental & Safety Manager, executes necessary precautions to ensure safety and compliance with company, OSHA, and other programs, standards, and regulations.
* In conjunction with the Environmental & Safety Manager, ensures thorough root cause investigations for all injuries and incidents, following-up with consistent discipline and retraining.
* Ensure continued regulatory compliance by coordinating environmental monitoring, data review, and reporting in conjunction with the Environmental & Safety Manager.
* Assists with environmental sampling that may include wastewater, groundwater, surface water, storm water, and air quality.
* Ensures reliable and efficient operation of wastewater management systems while maintaining compliance with safety standards, federal, and state regulations; Oversees internal and external system technicians as needed; Tracks system operating data, reviews system performance trends, and troubleshoots to insure proper operation.
* Oversees facility maintenance activities, including wastewater management systems; ensures the timely scheduling and completion of such activities; tracks results of maintenance results to assess short-term and long-term findings and trends.
* Coordinates facility surveying activities and preparation airspace calculations.
* Assists in oversight of facility personnel needs including selecting, coaching, disciplining, and training employees and evaluating employee performance. Provides input into compensation, promotion, and termination decisions.
* Works with functional groups to resolve employee relations and labor relations issues.
* In conjunction with the facility management, interacts with local city, municipal, and county agencies to ensure customer satisfaction, and improve efficiency; establishes company as a good corporate citizen and valued resource.
* Engages suppliers in problem solving and participates in suppliers' improvement processes by providing performance feedback on supplier surveys.
Supervisory Responsibilities:
This position has indirect supervision of:
* 2 to 4 full-time employees.
Education and Experience:
Required: Bachelor's Degree or equivalent experience in Civil or Geotechnical Engineering, or similar area of study, with five or more years of previous solid waste experience.
Preferred: Master's Degree or equivalent experience in Civil or Geotechnical Engineering, or similar area of study, with seven or more years of previous solid waste experience.
Certificates, Licenses, Registrations or Other Requirements
Required: Current Engineer-In-Training license
Preferred: Professional Engineer's license

* Good time management skills to ensure assigned responsibilities are completed in an efficient and safe manner.
* Good communication skills; can effectively communicate operating issues to management.
* Good follow-through ability; adheres to work schedule and follows through on challenges as they arise.
