Summary

Become part of the team that safeguards the financial system from the abuses of financial crime. At the Financial Crimes Enforcement Network (FinCEN), we are at the forefront in preventing and detecting terrorist financing, money laundering, and other financial crime. Serve at the nation's financial intelligence unit and protect the United States financial system from criminals and terrorist financiers.

Duties

This position is located in our Enforcement and Compliance Division. As a Office of Supervision Strategy & Compliance Director, you will:

  • Establish strategic direction and priorities for the OC with the aim of advancing FinCEN's and the Department of the Treasury's goals and objectives with respect to promoting compliance with the BSA through engagement, examination, guidance, and outreach.
  • Oversee the formulation, planning, development, and implementation of programs, initiatives, strategies, or projects to determine and improve the level of compliance with BSA requirements and the effectiveness of BSA examination efforts across all financial institution segments.
  • Routinely interact, develop relationships, and build coalitions with other FinCEN divisions and senior leadership to coordinate efforts, assign and divide resources, and manage mission-critical projects.
  • Coordinate efforts to receive, review, and analyze reports of examination and other regulatory information from delegated examiners to identify specific and broad instances of non-compliance, matters requiring attention, or violations of the BSA requiring an investigation.

Conditions of Employment

Security Clearance: This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing life style in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.

This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:

- Drafting, analyzing or responding to reports of examination or similar regulatory and supervisory information regarding compliance with the Bank Secrecy Act (BSA) or white collar / financial / emerging technology violations investigations, including but not limited to virtual asset service providers, money service businesses, banks and depository institutions, broker-dealers and issuers of securities, and/or non-bank financial institution; OR
- Reviewing, developing or implementing compliance programs used by financial institutions related to assessment, implementation, or imposition of Anti-Money Laundering / Countering the Financing of Terrorism (AML/CFT) compliance programs (also commonly referred to as Bank Secrecy Act (BSA) compliance programs), Suspicious Activity Report (SAR) filing obligations, or other laws and regulations involving financial crimes, including but not limited to similar laws and regulations such as laws involving white collar /or financial crimes enforced by the U.S. Department of Justice (DOJ) or the Consumer Financial Protection Bureau (CFPB), or related AML/CFT laws supervised by the Federal functional regulators and self-regulatory agencies including the Board of Governors of the Federal Reserve System, Federal Deposit Insurance Corporation (FDIC), the Financial Industry Regulatory Authority (FINRA), Office of the Comptroller of the Currency (OCC), National Credit Union Association (NCUA), U.S. Securities and Exchange Commission (SEC), or Commodities Futures Trading Commission (CFTC) ; OR
- Establishing and directing supervisory or compliance related policies and priorities related to assessment, implementation, or imposition of Anti-Money Laundering / Countering the Financing of Terrorism (AML/CFT) compliance programs (also commonly referred to as Bank Secrecy Act (BSA) compliance programs), Suspicious Activity Report (SAR) filing obligations, or other laws and regulations involving financial crimes through engagement, training, implementation, scoping, guidance or outreach.

The experience may have been gained in either the public, private sector or . One year of experience refers to full-time work; part-time work is considered on a prorated basis.
