Job Description Summary

Provide leadership and subject matter expertise on statutory and regulatory guidelines for ERISA, Internal Revenue Code, qualified plans, Section 403(b) plans, Section 457 plans, multiple employer plans, corporate non-qualified plans, and Section 72 annuities. Represent the department on special projects and task forces. Serve as a subject matter expert on Transamerica policies and procedures.

Job Description

Responsibilities

  • Work with clients and client counsel, consultants, agents, brokers, and third party administrators to identify and resolve plan compliance and fiduciary issues.
  • Propose and implement best practice for ERISA and IRS compliant plan administration.
  • Provide expert advice to internal administration teams on the impact of new legislation; support the development of new products, services, and processes.
  • Research and analyze regulatory guidance from the IRS, DOL, SEC and other applicable agencies, along with new legislation impacting defined contribution plans.
  • Review and prepare plan analyses for new and existing clients, including issue identification, consulting on issue resolutions, best practices and preparation of client communications, plan forms, and participant communications.
  • Provide regulatory consulting services to key clients, including drafting regulatory communications for client meetings tailored to the client’s needs in all aspects of retirement plan administration.
  • Provide regulatory consulting services to Client Executives, Sales staff, operational areas and the Transamerica management team.
  • Draft regulatory communications for plan sponsors and internal colleagues and represent the Regulatory Support group on projects and internal meetings, such as support for Plan Services, plan consultants, compliance testing, Reporting/Disclosure Unit, Retirement Consulting group and Client Integration team.
  • Provide plan design support and assistance related to Transamerica’s volume submitter and individually designed plan documents, internally and externally.
  • Provide primary consulting and coordination role for IRS EPCRS voluntary compliance submissions for clients and their counsel; interact with the IRS as necessary.
  • Guide and mentor to the Regulatory Support group; participate in formulation of department strategy.
  • Represent the Regulatory Support group in new product development.
  • Identify, develop and deliver regulatory training programs for Transamerica employees.
  • Maintain a high level awareness of ongoing developments in the retirement plan industry.
  • Act as Regulatory Support project manager for special projects.
  • Provide regulatory risk management internally and externally.
  • Perform research on behalf of (and advise) Client Issues Committee regarding IRS/DOL requirements for correction of plan operational violations.

Qualifications

  • Juris Doctor or Bachelor’s degree in a relevant business field, or equivalent experience
  • 15 years of retirement industry experience in legal, compliance, or relevant area
  • Hold two or more retirement plan designations (e.g. ERPA, ASPPA, CPA, TCPC, ERPA, CEBS, IRS Enrolled Agent)
  • Expert knowledge of legal requirements for qualified plans, section 403(b) plans, Section 457 plans, multiple employer plans, corporate non-qualified plans, IRA and Section 72 annuities and ERISA.
  • Significant experience working with client senior human resources, benefits representatives, and senior level management
  • Ability to independently research, analyze and interpret IRS and DOL regulations and defined contribution legislation
  • Advanced communication skills (verbal, written, listening) with the ability to influence others and convey complex, regulatory legal rules and requirements in layman terms
  • Advanced problem resolution skills, with an emphasis on analysis, formulation and documentation of recommendations; ability to develop alternative solutions to complex situations
  • Organization/time management skills to handle multiple projects simultaneously.
  • Project management experience
  • Leadership and team building skills to contribute to the success of department goals and objectives.

Preferred Qualifications

  • Advanced degree (e.g. MBA, LLM in Taxation)

The Salary for this position generally ranges between $110,000-$140,000 annually. This range is an estimate, based on potential qualifications and operational needs. Salary may vary above and below the stated amounts, as permitted by applicable law.

Additionally, this position is typically eligible for an Annual Bonus based on the Company Bonus Plan/Individual Performance and is at the Company’s discretion.
