Duties
This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB), Assistant Administrator - Headquarters HQ Operations - Alcohol Labeling and Formulation Division.
The following are the duties of this position at the GS-12 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Acts as an authority on labels and formulas as they pertain to label information, production processes, tax classifications and standards of identity questions submitted for review.
- Examines and analyzes complex applications for label approval, certificates of exemption from label approval, distinctive liquor bottle approval and case marking approvals.
- Examines and interprets complex laboratory analyses in relation to label applications, statements of ingredients and methods of manufacture for alcoholic beverages to determine applicable standards of identity, labeling and tax classification.
- Examines formulation approvals for wines, malt beverages and distilled spirits products and compares to label. Responds to questions concerning the laws, regulations and policies in this area.

Qualifications
You must meet the following requirements by the closing date of this announcement.Specialized Experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.
Specialized experience for this position includes:
- Performing research and analysis relating to laws, regulations, policies or procedures, and utilizing this information to make decisions, and provide guidance and recommendations; AND
- Preparing clear and effective reports or other written materials for an audience; AND
- Performing review and analysis of program infrastructure and conveying findings.
OR You may substitute education for specialized experience as follows:
Education: A Ph.D. or equivalent doctoral degree or three full years of progressively higher-level graduate education leading to such a degree or LL.M., if related, OR 2 full years of progressively higher level graduate education leading to such a degree, in an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work.
OR You may qualify by a combination of experience and education.
To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

- Providing customer service that included answering questions, resolving problems, or responding to complaints; AND
- Preparing, editing, and formatting documents and reports.
OR You may substitute education for specialized experience as follows:
Education: A master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related, OR two full years of progressively higher-level graduate education leading to such a degree, in an accredited college or university that demonstrates the knowledge, skills, and abilities necessary to do the work.
OR You may qualify by a combination of experience and education.
To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.
