Summary
This position is located at Bureau of Engraving and Printing, within the Associate Director - Manufacturing. As an Associate Director of Manufacturing, you will provide leadership in manufacturing. The objectives of this position are to produce a quality product, fulfill the customer's demand, operate production efficiently, and meet or exceed all other operational effectiveness expectations.
Duties
As an Associate Director of Manufacturing, you will:
- Develop a strategic manufacturing plan and vision, while incorporating initiatives for planning and acquiring production equipment such as presses and inspection technology.
- Lead life cycle management of production equipment.
- Lead the Manufacturing Directorate in achieving results through a culture of engagement and accountability.
- Be a change agent adept at managing details and strategic vision.
- Align operating standards and processes to ensure consistency at multiple manufacturing facilities.

Qualifications
You must meet the following requirements by the closing date of this announcement.As a basic requirement, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and Technical/Professional Qualifications (TQs) listed below. Typically, experience of this nature would have been gained at or above the GS-15 grade level in the federal service or its equivalent within state or local government, the private sector, or non-governmental organizations.
Evidence must be provided that clearly demonstrates the applicant has the necessary level of executive potential, skills, abilities, specialized knowledge, and technical qualifications to perform as an SES executive. This evidence must include clear, concise examples that emphasize the applicant's level of responsibilities, scope and complexity of assignments, program accomplishments, policy initiatives, and long-range planning.
EXECUTIVECORE QUALIFICATIONS (ECQs): The ECQs describe the leadership skills needed to succeed in the SES and provide the focus for OPM certification of executive qualifications.

The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. TECHNICAL/PROFESSIONAL QUALIFICATIONS (TQs): The following qualifications are required for the incumbent to perform the duties of the position. You must demonstrate all of the TQs to be rated eligible for this position. Please limit the responses to 1 page per TQ.
TQ #1: Detail your knowledge and executive-level experience in managing a complex manufacturing operation. Include expertise in security printing, and efficient, cost effective three-shift operations, along with your understanding of product acceptance and release procedures.
TQ #2: Describe how you have demonstrated your ability to develop and implement organizational vision that integrates key program goals, priorities, values, and other factors. Include how you manage change, improve performance, cultivate the work environment, and manage adversity.
TQ #3: Describe how you have demonstrated your skill and ability to analyze and evaluate complex technical manufacturing related issues, calculate risks, recommend practical solutions, and effectively communicate the issues and solutions, both orally and in writing to management and executives, internal and external to the agency.
